Using expatriate Americans in foreign affiliates of US companies has always been a problem too. Having a US citizen on the payroll normally requires paying taxes to the US IRS and the host country which means they are paid a lot. Throw in providing American standard healthcare, education for any children, sometimes living in secure compounds, paying to return to the US for family visits, and it gets very very expensive.
