Haven't really studied this, so won't venture an opinion other than...

As with anything in Montgomery, here's the rub (from link):

Dial told Yellowhammer News Friday that despite what he’s hearing from people in his district he’s not sure that the people have enough trust in the state legislature to pass the amendment.

“There’s a time when you have to be responsible and quit worrying about reelection and do what needs to be done for this state,” Sen. Dial said, “and I think we’re at that point.”

I'm a long way from having that much trust in Montgomery--Legislature, Executive branch, or Supreme Court. I agree that we need officials that are responsible and will focus on doing what needs to be done for the state rather than looking out for their personal agenda or benefit. I'm just not sure such a person can be found in Montgomery. (And that's a bipartisan mistrust, not limited by party affiliation.)

I agree. And I think Montgomery is a microcosm, if you will, of Washington. People talk a good game but know good and damn well they won't allow their special interests to be disappointed.
