Certainly the right thing to do. Unfortunately, it's taken the death of a beautiful young woman for the United States to start looking at this problem. Truly unbelievable. Many government agencies, including San Francisco, ought to have to pay for their crimes. And yes, failure to enforce the law is a crime.
