I have the same problem with double quotes. I usually just delete one of them in my reply, but it is aggravating!

I haven't noticed this until today. It works fine on my phone, and has worked fine up until tonight.

I've got the same problem. Almost every time I quote someone, It double copies it into my message and I have to delete one. It's been happening for a few months now.
