To be termed as "lights out" in a state, yes it needs to be more than 1 per year to fit that definition. The best that can be said is UGA does a nice job of occasionally cherry picking in North Carolina.

The state of NC is not very good at keeping it's best talent at home....Clemson, South Carolina, Tennessee and Va Tech make a habit of getting good players and of course having 5 serious Div 1 schools in the state splits up the talent too. .
