Can someone please explain Cambridge Analytica/Facebook dilemma?

I'd prefer this not to turn into a political fight. In the most basic, neutral way possible, can anyone explain what exactly is going on? 

Also, Zuckerberg has sold MILLIONS in Facebook stock over the past month in an unprecedented fashion. This, on its face, looks like a prima facie case of insider trading (given the subsequent revelations).
