Since when has Raycom had HD?

Freaking blackout rules prevent me from watching the Duke game on ESPN, instead Raycom has it. Fortunately, it is in HD. Are they using ESPN cameras or do they have their own HD cameras and broadcast? If it is their own, why don't they do this with football?
