Try this:

Start - Control Panel - Network and Internet - Internet Options - Delete Browsing History and Cookies.

What browser are you using ?  I'm assuming Internet Explorer 9 since you issued a "tech. idiot/moron" disclaimer.

In IE9 you will find a little gear-shaped icon at the top right adjacent to the address bar (where you type urls, like www.tech. idiot/moron.com) which is just below the close button (red X).  Click on that icon and the drop down menu will list "Internet Options".  Click this and the "Internet Options" panel will appear.  In the center of the panel is the "Delete" button.  Clicking this button opens a selection panel which lists what you may delete, including cookies.  Cookies are a good thing and may occasionally be a problem.  They assist in your making your web experience better/faster.

Not knowing the issue you're attempting to address I'm guessing you are experiencing a slow down in browser performance.  If this is the problem then click on the "Temporary Internet Files" and your browser performance may speed significantly.  If you've never done such then you will notice a big improvement.

A free tool that will assist in keeping your computer clean and mean with regular maintenance: http://download.cnet.com/CCleaner/3000-18512_4-10315544.html?tag=main;pop .

PM me if these suggestions do not address your situation.

Again....Thanks ET! I can always count on you.  I just couldn't find where the Internet Otions were located, for when I needed to clean things up. I eventually figured out I could hit START and then type it in the search function, but I am one of those people who want to know where things are and the easiest way to get there. You telling me to check using the gear shaped icon helped me tremendously. Thank you very very much! Problem solved.

Thank you to all for the help!
