Heard This On The Way Home From Gulf Shores

The host of a local country music station talked about the DOJ ordering banks to report people who withdrew more than $5,000 to local police if they didn't disclose their intent for a withdrawal in that amount. I know the banks require a person to sign a statement for withdrawals of $10,000 or greater but not less than that. Anyone heard this (other than a couple of blogs I found)?
