The only cop , in recent big media stories, who killed anyone w/ out just cause that I know of was in N. Charleston, SC. Shot the man , in the back, as he fled, unarmed, over a minor traffic incident. He's facing murder charges.

Now, there were two cops in NY who were murdered, just for the hell of it, by some punk animal... who was from Baltimore.

It appears her statement was taken out of context. She was apparently alluding to the space given to peaceful protest. Her along with most state leaders have spoken out against the rioting.
