I'd say that when he suggested timing the releases for late summer, he was colluding.

Charles Krauthammer agrees:

He added, “This was a bungled collusion. This was amateurish collusion. This was Keystone Kops collusion. But it doesn’t change the fact that it was attempted collusion and it undoes the White House story completely.”

What is the penalty for Attempted Collusion?  I looked on several lawyer help sites and they have definitions for collusion, but when I searched for Attempted Collusion all I got was Attempted Murder, Attempted Kidnappeing, etc.  I must not have done a completes search.  Can you help me out?

Collusion is not a criminal offense.  

The closest criminal charge would be conspiracy, but I doubt that could be applied to political advantage (as opposed to monetary advantage).

No one said it was a criminal offense DA.

Well Homey, you know a lot, but I am no District Attorney.  If I was a District Attorney I wouldn't have to look up Collusion on a lawyer's website.

I'm certainly no lawyer but from what I understand there is an accessory after the fact law that might be the one that was broken. The fact that Jr. lied about the reason for the meeting and Kushner failed to disclose the meeting indicates attempts to hide the meeting.

This line of discussion about what collusion constitutes legally and what constitutes collusion,  is about as relevant as the question of whether or not Bill had "sex with that woman".

Ironically, sex between two consenting adults is not illegal either.
