Sovereign or qualified immunity needs to be done away with, or at the least, severely restricted to extremely narrow cases.  The idea that you can destroy someone's home and cause tens or hundreds of thousands of dollars in damage for something they had no part in and not be responsible for making them whole is an affront to basic justice.

There needs to be statutory exceptions.
