More correctly, a penalty on the kicking team BEFORE TIME EXPIRES does not end a period/game. There is no penalty other than unsportsmalike conduct AFTER time expires.

With 1 second on the clock at the beginning of a play, the game is live until the ball is called dead. Just because 90% of the play will be run with the "time expired" doesn't mean they can't throw a penalty.
