Soapy water on a street that cars drive on? I would have liked to have seen the aftermath.

More than likely not a problem. Good clean fun IF someone makes sure that no objects are below. If you ever drop 30 gallons of water on someone or some thing, damage will occur. We used to fill up some 55 gallon drums with water at the paper mill in the powerhouse. When someone would walk a few stories below us, we would dump the water out. Just that stream of water would knock them to their knees. Just think if that bag full of water had hit an object.......ouch.

Now they should be made to immediately go down to the street with brooms and clean the street. That would be a fitting end. And it would help keep their community clean. Fun with a good result. And it seems no matter where you go, there is always that one statement that can be heard in the background, "Hey ya'll. Watch this."

Freshman year at Auburn, my roommate made a water balloon launcher out of a plastic funnel and some surgical tubing. We lived at CDV Extension in Building F, and from the second floor, we could put a water balloon over Building A.
