It's going to increase due to interest, debt servicing, expendeture planning, allocation services, etc. etc. Dividing money and handing it out costs a lot by itself. It's not like going to the bank and getting is direct. Even then you have to pay fees for servicing the loan. Now go and multiply that by the number of institutions who will be getting money.
