Another general recruiting question

There have been a lot of great informative posts lately about exactly how recruiting works, with the numbers and commits, which year they count towards, etc. One thing I'm not sure of is how exactly the numbers work when a school has lost scholarships due to probation? I got thinking of this when I noticed they currently have 26 commits for this year. My understanding is that their yearly scholarships for the next three years are reduced by 10 each year, for a total of 30. Is this how it works? If so, how are they allowed to have 26 commits? I do notice they had only 18 signees last year, allowing them to sign up to 7 additional recruits this time around, correct? That still puts them at 19, which is over the 15 limit, even if they were to sign 18, with 3 not qualifying.

In short, just wondering if the rules on numbers change with scholarship reductions. Sorry for COMPLETELY confusing everyone! Haha.

EDIT: I miscounted on the number of recruits they signed last year, which was 17, putting the numbers perfectly in line this year for 15, with a max of 18. I think that clears up most of my confusion.

They can signs the max number this year. Since they are appealing the ruling the scholarship sanctions will not go into effect until after the appeal is ruled on.

So if the appeal is unsuccessful, as most are thinking it will be, it goes into effect next year?
