Under the Affordable Care Act, insurance companies must spend 80 percent of individual insurance premiums on health care – not on administration or profits.

That’s a big jump for companies in New Hampshire, which under state law need to use only 60 percent of those premium dollars for medical care. So the state applied for a waiver – and today, the federal Health and Human Services Department extended its review for 30 more days.

Speaking about the health law at a cancer conference in Concord, David Woodmansee of the American Cancer Society says he expects the waiver to be granted. The fear, he says, is that insurers will leave states, leaving individuals with no options. “HHS is stuck between a rock and a hard place on this," he said. "And I think in the interest of trying to adequately provide a bridge to 2014, they’re granting waivers that they really don’t want to grant, but for that reason, they are doing so.”

New Hampshire’s individual insurance premiums are among the most expensive in the nation.
