It's generally not fiscally responsible to keep throwing money into something that is going to shut down, and this has more to do with the material condition of that place than anything else. Don't get me wrong, it is apalling that soldiers have to stay there. But to say the poor state of repair the hospital is in is a reflection of Bush's lack of respect for the military (as some have) is stupid. Bush planned to house wounded soldiers in an outhouse, but his loyal opposition in congress got wind of it. Clinton clearly had much more respect for the military.
