As opposed to being an objective measure, such as the fastest person in the 100 M at a track meet, which would not be a popularity award. I don't know how Elite 11 is named, it may be objective or subjective.

What award isn’t a popularity contest? With the new rule, he can play in 4 games and retain red shirt. I would hope they would let him learn the system and then get him in some meaningful games this year if he shows out in practice.

Let's say he can excel at both. He would make a lot more money in football than track, but also risk more life-long injuries from football. Given that he is willing to play football, I would say he needs to concentrate on improving his football skills. Running track may get the attention of scouts that he may not receive if he didn't, so he should probably keep competing in track as well.
