I own a lot on Lake Wedowee, which was "built" by the Alabama Power Company.  And Alabama Power legally retains ownership of the first couple of feet of dry land on everyone's lot.  They did this so they could make rules that limit the "clutter" around the lake, to keep it looking nice and not junked up.  All lot owners are very restricted in what they can place near or in the water.

So I'm kinda surprised that the United States government did not retain ownership of a small strip of land that joins our border with Mexico.
