Statement from Pentagon Press Secretary Rear Admiral John Kirby on Security Personnel in Iraq

"The President's action today will result in a net increase of approximately 350 additional military personnel on the ground in Baghdad providing security at the Baghdad Embassy Compound and its support facilities.

This builds upon previous embassy security deployments announced on June 15 and June 30 and will bring the total forces responsible for augmenting diplomatic security in Iraq up to approximately 820.

The additional joint forces will come from within the U.S. Central Command area of operations and will include a headquarters element, medical personnel, associated helicopters, and an air liaison team.

In all, 405 U.S. military personnel will be sent to Baghdad to provide a more robust and sustainable security presence to help the Department of State continue their critical mission.

With this order, 55 personnel who have been in Baghdad since June will redeploy outside of Iraq. Those 55 personnel will remain postured to deal with other security contingencies in the region, if necessary.

The Department of Defense will continue to plan and prepare further military options should they become necessary, and we will remain ready to protect our diplomats, our citizens, and our interests in Iraq, while we continue to work with the Iraqi government to counter the Islamic State of Iraq and the Levant."

Greed is power...power is greed. I think this is their ultimate goal and it can be attainable if the Arab world doesn't rise up (of course a lot of people in Saudi Arabia would side with ISIS).

Joint Statement by Secretary Kerry and Secretary Hagel on the ISIL Meeting

The following is a joint statement by Secretary of State John Kerry and Secretary of Defense Chuck Hagel on the Islamic State of Iraq and the Levant (ISIL) meeting:

This morning we had a meeting with some of our key allies and partners on the serious threat that ISIL poses to Iraq, the entire region, and the international community.

We and the ministers agreed here today that there is no time to waste in building a broad international coalition to degrade and, ultimately, to destroy the threat posed by ISIL.

The formation of a new and inclusive government in Iraq will be a critical step in this effort. We are hopeful that this process can be completed over the coming days, and we discussed in detail how NATO allies can extend immediate support to a new government in its efforts to unify the country against ISIL.

To be effective, an international coalition to defeat ISIL must coordinate across multiple lines of effort. These include:

  • Military support to our Iraqi partners;
  • Stopping the flow of foreign fighters;
  • Countering ISIL's financing and funding;
  • Addressing humanitarian crises; and
  • De-legitimizing ISIL's ideology.

We discussed each of these lines of effort today, and how to build on the contributions that many NATO allies and partners are already making in Iraq.

We agreed to engage in an immediate conversation with a new Iraqi government about accelerating these efforts, including the potential for additional training and equipping of the Iraqi Security Forces at the federal, regional, and provincial level.

We also discussed further cooperation to address the humanitarian crisis in Iraq, and noted the shared effort by the military forces of the United States, France, Australia, and the UK to deliver humanitarian supplies to the citizens of Amerli in northern Iraq. This town had been surrounded for two months by ISIL, but today is receiving humanitarian aid and supplies led by a UN team on the ground. Such a common effort will be essential as we move forward.

Across the other lines of effort, we and the ministers noted the strong Chapter 7 UN Security Council Resolution enacted last month that calls on all member states to take decisive action to stop the flow of foreign fighters, counter ISIL's financing, and combat its incitement. We agreed today that NATO allies in particular should work in concert towards these goals.

Specifically, we will form a multinational task force to share more information about the flow of foreign fighters into Syria and from Syria into Iraq. These foreign fighters represent an acute threat to our NATO allies. We also agreed to work in concert to stifle ISIL's sources of revenue, including any trade in petroleum products, and hold accountable those who violate international prohibitions on such trade.

As President Obama has said, the effort to degrade and destroy the threat posed by ISIL will take time and persistence. It will also require a unified approach at the international, regional, and local level combining military, law enforcement, intelligence, economic, and diplomatic tools. Our NATO allies and partners today have confirmed their readiness to be a full part of this coordinated approach, and over the coming days, we will continue the discussion with our partners in the region, who have an important role to play across these lines of effort.

This effort will also be a focus of the UN General Assembly later this month as we work to establish a truly global coalition. Acting together, with clear objectives and common purpose, we will degrade and destroy ISIL capabilities and ensure that it can no longer threaten Iraq, the region, and the world.

I wonder how that will work out?

The value of this would be purely political, at least that would be my guess. It would be useful it the UN could basically establish IS as a "global outlaw".

My concern involves the ability for Iraq to form a federal government with sufficient support and power or will the tribal and sectarian interests ultimately prevail? If the latter, the future just holds more of the same, with slightly different players.

Statement from Pentagon Press Secretary Rear Admiral John Kirby on Haditha Dam Airstrikes

"At the request of the Government of Iraq, the U.S. military on Saturday conducted coordinated airstrikes against Islamic State of Iraq and the Levant (ISIL) terrorists in the vicinity of the Haditha Dam in Anbar province. We conducted these strikes to prevent terrorists from further threatening the security of the dam, which remains under control of Iraqi Security Forces, with support from Sunni tribes.

"The strikes were flown by aircraft under the control of U.S. Central Command. The strikes were conducted under authority to protect U.S. personnel and facilities, support humanitarian efforts, and support Iraqi forces that are acting in furtherance of these objectives.

"We will continue to conduct operations as needed in support of the Iraqi Security Forces and the Sunni tribes, working with those forces securing Haditha Dam.

"Sitting astride the Euphrates River, the Haditha Dam provides fresh water for millions of Iraqis, as well as their crops. It is the second largest hydroelectric contributor in the power system in Iraq.

"The potential loss of control of the dam or a catastrophic failure of the dam - and the flooding that might result - would have threatened U.S. personnel and facilities in and around Baghdad, as well as thousands of Iraqi citizens."

Readout of Secretary of Defense Chuck Hagel's phone call with French Minister of Defense Jean-Yves Le Drian

Pentagon Press Secretary Rear Adm. John Kirby provided the following readout:

Secretary of Defense Chuck Hagel and French Minister of Defense Jean-Yves Le Drian spoke by phone this afternoon to discuss the coalition strategy to combat the Islamic State of Iraq and the Levant (ISIL).

Secretary Hagel expressed gratitude for France's strong support for the coalition, and for their initiative to hold an international conference on Iraq in Paris next week.

Secretary Hagel and Minister Le Drian discussed many aspects of the strategy to combat ISIL, and expressed satisfaction with the close cooperation between the armed forces of France and the United States.

The two leaders agreed to keep in contact and speak again following the Iraq conference.

(Reuters) - The foreign ministers of Germany and Britain said on Thursday they would not be taking part in air strikes in Syria against the Islamic State militant group.

German Foreign Minister Frank-Walter Steinmeier told a news conference in Berlin that Germany has not been asked to take part in the air strikes and would not be participating. "To quite clear, we have not been asked to do so and neither will we do so," Steinmeier said.

His British counterpart Philip Hammond said Britain "supports entirely the U.S. approach of developing an international coalition" against the Islamic State, whom he described as "barbaric", and said that in terms of how to help such a coalition "we have ruled nothing out".

But, asked by Reuters after his meeting with Steinmeier about President Barrack Obama's proposal for air strikes against IS in Syria, Hammond replied: "Let me be clear: Britain will not be taking part in any air strikes in Syria. We have already had that discussion in our parliament last year and we won't be revisiting that position."

BERLIN (AP) — Hours after Britain's foreign minister said the country wouldn't participate in any airstrikes on Syria, Prime Minister David Cameron's office overruled the comment Thursday and stressed that the government hadn't discarded the use of air power.

Foreign Secretary Philip Hammond told reporters at a news conference in Berlin: "Let me be clear: Britain will not be taking part in any airstrikes in Syria." He said London won't be "revisiting" the issue after Parliament decided last year against participating in airstrikes.

But a spokesman for Cameron's office contradicted that position, saying Cameron had in fact not ruled out action related to the Islamic State group. A spokesman insisted Hammond was referring to a Parliament vote last year opposing airstrikes against President Bashar Assad's regime.

British lawmakers are asking Cameron to clarify the government's position and why there appeared to be a disparity between the politicians.

The question is what ground forces they are able to mobilize, build up and train so that those can do the dirty work with these Islamist savages, and whether it’s at all possible.”

They discussed a range of defense issues, including the ongoing development of the counter-ISIL coalition. Secretary Hagel expressed his gratitude for our strong military relationship with Spain and for the hospitality of the Spanish people in hosting U.S. forces in Rota and Moron.

The two leaders agreed to keep in close contact in the coming months.
