There was a layer of water vapor above the earth. The world before actually knew no rain. It was like a greenhouse. California has a history of long term droughts. If fact the term drought should not be used. Wet and dry cycles that last centuries are more correct. Based on tree ring analysis there have been major long term dry cycles. One started in the 9th century and lasted 240 years. Long before industrialization and long before Europeans ever set foot there. California has normal climate change. Most humans just happened to show up there in a long wet cycle.
