When did it become legal to spike the ball after a TD in college football. VT missed the 2 point conversion after the first TD, but it should have run from the 17 since the WR clearly spiked the ball, right?

That is one of those things that has "evolved" over the course of the past several years. Yes, "spiking" the ball is illegal as it is deemed an unsportsmanlike conduct. However, it is up to the officials to determine if the player was simply throwing the ball to the ground or if he was using it as a celebratory statement that would "show up" the other team. I don't agree with it, but it happens...
