Its the NIL collectives completely independent from the schools. What the NIL collectives cannot do is make inducements to players not yet in the transfer portal. A program has to be willing to push the envelope in the new era of transfer portal and NIL. Look at USC, aTm, Miami, uat/uga, Texas.
