85 is a snapshot of actual enrollment. A time stamp based on enrollment. Failures/portal/non renews between now and next semester are not a fixed number. You operate on mathematical assumptions.

You do have room versus the 85 as the signers don't count against the 85 until they enroll. Max your annual number if they choose and max your portal replacements as well.
