Guantanamo

Anyone still there, 20 years later that we still can’t convict—1) why are we still holding them; 2) do they pose any greater threat than dozens if not hundreds of folks living elsewhere already; 3) worth the cost of maintaining a high security facility with only 30 aging people? I think it’s past time to change course.

I agree.  I also believe that we can downsize the number of bases we maintain worldwide.

To be clear, I am not proposing we abandon Guantanamo completely, but we certainly don't need a detention facility there at this point.

We are prepared on that front.  Over 100 separate facilities/bases in Japan alone that house around 60,000 troops.  We need to encourage Japan's military buildup.  They have been more than China could handle several times over the course of history. 

We are also currently building a massive joint Naval base in Northern Australia.  The stated purpose is to ensure the 5 eyes can rebuff any attempts by China to bully shipping lanes in the Pacific.
