Biometric safeties on firearms might work, but it would be expensive and only new firearms would be equipped. mental health and drug abuse therapy may work for some, but not all. It can’t be voluntary, it must be mandatory which the courts have not often required. Some of the these people will have to institutionalized for treatment.
