Obama or any other president can try to do something like this but if Congress will step up and defend itself and protect their powers, then it can't be done. Problem is Congress has been only too happy over the years to allow the executive branch to take on tasks that are entrusted to them. It goes back further than this current administration. However, not every president is going to be able to comfortably shroud themselves in the implicit protections of being the 1st african american president. Too much criticism is always labelled as racism. In fact, Eric Holder and Obama, himself, has accused the opponents of the Obama admin of racism and that has often brought forward in the media as well.
