I have stated before that it is a bunch of hot air (unpopular opinion) and that Putin has essentially been controlling what he does by threatening the *weapons of mass destruction* verbiage for weeks now.

Biden, yesterday stated that if Putin used chemical weapons he would respond in kind.  Well, the White House spokesman quickly said something like *what the President meant to say* was no we won’t leaving our response as TBD.

Putin knows exactly what Biden will do, it’s the same thing Obama did when the Russians used chemical weapons in Syria.
