Is this really surprising given how far behind our Health Information Technology and PHR programs nationwide are at every level?

These type of things are going on at every level. Hospitals and private practices struggling with coding, e-prescribe, not meeting the simplest requirements meaningful use.

His administration screwed this big time and its the one that makes the big news. But your kidding yourself if you think things such as this and what is going on at the VA are isolated to the government, they are happening across the board.
