Are your states high school classes/regions divided by enrollment or location? In Alabama they are divided by enrollment which, I understand why, is still unfortunate.

Our local team that is a 7A football team plays no one(divisional nor non-divisional) in our county, they don't even play anyone in the surrounding counties.That's stupid...
