Al-Qaeda In Iraq Reported Crippled

Many Officials, However, Warn Of Its Resilience

The U.S. military believes it has dealt devastating and perhaps irreversible blows to al-Qaeda in Iraq in recent months, leading some generals to advocate a declaration of victory over the group, which the Bush administration has long described as the most lethal U.S. adversary in Iraq.

But as the White House and its military commanders plan the next phase of the war, other officials have cautioned against taking what they see as a premature step that could create strategic and political difficulties for the United States. Such a declaration could fuel criticism that the Iraq conflict has become a civil war in which U.S. combat forces should not be involved. At the same time, the intelligence community, and some in the military itself, worry about underestimating an enemy that has shown great resilience in the past.

"I think it would be premature at this point," a senior intelligence official said of a victory declaration over AQI, as the group is known. Despite recent U.S. gains, he said, AQI retains "the ability for surprise and for catastrophic attacks." Earlier periods of optimism, such as immediately following the June 2006 death of AQI founder Abu Musab al-Zarqawi in a U.S. air raid, not only proved unfounded but were followed by expanded operations by the militant organization.

There is widespread agreement that AQI has suffered major blows over the past three months. Among the indicators cited is a sharp drop in suicide bombings, the group's signature attack, from more than 60 in January to around 30 a month since July. Captures and interrogations of AQI leaders over the summer had what a senior military intelligence official called a "cascade effect," leading to other killings and captures. The flow of foreign fighters through Syria into Iraq has also diminished, although officials are unsure of the reason and are concerned that the broader al-Qaeda network may be diverting new recruits to Afghanistan and elsewhere.

The deployment of more U.S. and Iraqi forces into AQI strongholds in Anbar province and the Baghdad area, as well as the recruitment of Sunni tribal fighters to combat AQI operatives in those locations, has helped to deprive the militants of a secure base of operations, U.S. military officials said. "They are less and less coordinated, more and more fragmented," Lt. Gen. Raymond T. Odierno, the second-ranking U.S. commander in Iraq, said recently. Describing frayed support structures and supply lines, Odierno estimated that the group's capabilities have been "degraded" by 60 to 70 percent since the beginning of the year.

Lt. Gen. Stanley McChrystal, head of the Joint Special Operations Command's operations in Iraq, is the chief promoter of a victory declaration and believes that AQI has been all but eliminated, the military intelligence official said. But Adm. William J. Fallon, the chief of U.S. Central Command, which oversees Iraq and the rest of the Middle East, is urging restraint, the official said. The military intelligence official, like others interviewed for this report, spoke on the condition of anonymity about Iraq assessments and strategy.

Senior U.S. commanders on the ground, including Gen. David H. Petraeus, the head of U.S. forces in Iraq, have long complained that Central Command, along with the CIA, is too negative in its analyses. On this issue, however, Petraeus agrees with Fallon, the military intelligence official said.

For each assessment of progress against AQI, there is a cautionary note that comes from long and often painful experience. Despite the increased killings and captures of AQI members, Odierno said, "it only takes three people" to construct and detonate a suicide car bomb that can "kill thousands." The goal, he said, is to make each attack less effective and lengthen the periods between them.

Right now, said another U.S. official, who declined even to be identified by the agency he works for, the data are "insufficient and difficult to measure."

"AQI is definitely taking some hits," the official said. "There is definite progress, and that is undeniable good news. But what we don't know is how long it will last . . . and whether it's sustainable. . . . They have withstood withering pressure for a long period of time." Three months, he said, is not long enough to consider a trend sustainable.

Views of the extent to which AQI has been vanquished also reflect differences over the extent to which it operates independently from Osama bin Laden's central al-Qaeda organization, based in Pakistan. "Everyone has an opinion about how franchisement of al-Qaeda works," a senior White House official said. "Is it through central control, or is it decentralized?" The answer to that question, the official said, affects "your ability to determine how successfully [AQI] has been defeated or neutralized. Is it 'game over'?"

In Baghdad, the White House official said, the group's "area of operations has been reduced quite a bit for a variety of reasons, some good and some bad." Three years of sectarian fighting have eliminated many mixed Sunni-Shiite neighborhoods. Those areas had been the most fertile and accessible places for AQI, which is composed of extremist Sunnis, to attack Shiite civilians, security forces and government officials. But the death of mixed neighborhoods also has made another Bush administration priority -- promoting political reconciliation -- more difficult.

The expanded presence of U.S. troops in combat outposts in many parts of Baghdad has also put pressure on AQI, but a major test of gains against the organization will come when the U.S. military begins to turn security in those areas over to Iraqi forces next year.

Recent suicide bombings in northern Iraq have convinced some officials that AQI has moved its operations in that direction. But the officials said they do not know whether AQI militants have permanently decamped from Baghdad and Anbar province, or whether they are merely lying low in anticipation of a U.S. departure or the failure of Shiite Prime Minister Nouri al-Maliki to end the sectarian divisions that AQI fostered and now feeds upon.

While a victory declaration might have the "psychological aspect" of discouraging recruitment to a perceived lost cause, the White House official said, advantages overall would be minimal. "I recognize that there are pros to saying, 'Hey, listen, the bad guys are on the run.' " But if AQI were later able to demonstrate residual capabilities with a series of bombings, "even though it was temporary," he said, "the question becomes: How does this play out in terms of public opinion?"

I'm not sure we could ever declare that we have defeated AQI. They are like a cancer that you can only put into remission. At some point in time the Iraqi government has to initiate programs that help folks become independent enough to enjoy their current life more than a life of religious strife. Jobs, education, safety. These things will keep the cancer in remission. It's our job to help cut out any lumps that are visible until they can accomplish this feat.

It's all about managing expectations. After 9/11, we were told that this would be a very difficult enterprise that would take a generation at the very least. Yet this message has not been reinforced on a daily basis.

That "Mission Accomplished" banner was a perfect example. Deposing Saddam Hussein was the easy part. Putting a country back together was the hard part, especially in a country where violent ethnic division is a part of life. By putting up "Mission Accomplished" on the carrier deck, the American people were essentially told that no more body bags would be coming home.

So we should have learned to not crow about a victory over Al Queda in Iraq, even if that proves the case. Because it works against the compelling need for Americans to understand that this will be a long, protracted, and difficult struggle.

THE PRESIDENT: Thank you all very much. Admiral Kelly, Captain Card, officers and sailors of the USS Abraham Lincoln, my fellow Americans: Major combat operations in Iraq have ended. In the battle of Iraq, the United States and our allies have prevailed. (Applause.) And now our coalition is engaged in securing and reconstructing that country.

In this battle, we have fought for the cause of liberty, and for the peace of the world. Our nation and our coalition are proud of this accomplishment -- yet, it is you, the members of the United States military, who achieved it. Your courage, your willingness to face danger for your country and for each other, made this day possible. Because of you, our nation is more secure. Because of you, the tyrant has fallen, and Iraq is free. (Applause.)

Operation Iraqi Freedom was carried out with a combination of precision and speed and boldness the enemy did not expect, and the world had not seen before. From distant bases or ships at sea, we sent planes and missiles that could destroy an enemy division, or strike a single bunker. Marines and soldiers charged to Baghdad across 350 miles of hostile ground, in one of the swiftest advances of heavy arms in history. You have shown the world the skill and the might of the American Armed Forces.

This nation thanks all the members of our coalition who joined in a noble cause. We thank the Armed Forces of the United Kingdom, Australia, and Poland, who shared in the hardships of war. We thank all the citizens of Iraq who welcomed our troops and joined in the liberation of their own country. And tonight, I have a special word for Secretary Rumsfeld, for General Franks, and for all the men and women who wear the uniform of the United States: America is grateful for a job well done. (Applause.)

The character of our military through history -- the daring of Normandy, the fierce courage of Iwo Jima, the decency and idealism that turned enemies into allies -- is fully present in this generation. When Iraqi civilians looked into the faces of our servicemen and women, they saw strength and kindness and goodwill. When I look at the members of the United States military, I see the best of our country, and I'm honored to be your Commander-in-Chief. (Applause.)

In the images of falling statues, we have witnessed the arrival of a new era. For a hundred of years of war, culminating in the nuclear age, military technology was designed and deployed to inflict casualties on an ever-growing scale. In defeating Nazi Germany and Imperial Japan, Allied forces destroyed entire cities, while enemy leaders who started the conflict were safe until the final days. Military power was used to end a regime by breaking a nation.

Today, we have the greater power to free a nation by breaking a dangerous and aggressive regime. With new tactics and precision weapons, we can achieve military objectives without directing violence against civilians. No device of man can remove the tragedy from war; yet it is a great moral advance when the guilty have far more to fear from war than the innocent. (Applause.)

In the images of celebrating Iraqis, we have also seen the ageless appeal of human freedom. Decades of lies and intimidation could not make the Iraqi people love their oppressors or desire their own enslavement. Men and women in every culture need liberty like they need food and water and air. Everywhere that freedom arrives, humanity rejoices; and everywhere that freedom stirs, let tyrants fear. (Applause.)

We have difficult work to do in Iraq. We're bringing order to parts of that country that remain dangerous. We're pursuing and finding leaders of the old regime, who will be held to account for their crimes. We've begun the search for hidden chemical and biological weapons and already know of hundreds of sites that will be investigated. We're helping to rebuild Iraq, where the dictator built palaces for himself, instead of hospitals and schools. And we will stand with the new leaders of Iraq as they establish a government of, by, and for the Iraqi people. (Applause.)

The transition from dictatorship to democracy will take time, but it is worth every effort. Our coalition will stay until our work is done. Then we will leave, and we will leave behind a free Iraq. (Applause.)

The battle of Iraq is one victory in a war on terror that began on September the 11, 2001 -- and still goes on. That terrible morning, 19 evil men -- the shock troops of a hateful ideology -- gave America and the civilized world a glimpse of their ambitions. They imagined, in the words of one terrorist, that September the 11th would be the "beginning of the end of America." By seeking to turn our cities into killing fields, terrorists and their allies believed that they could destroy this nation's resolve, and force our retreat from the world. They have failed. (Applause.)

In the battle of Afghanistan, we destroyed the Taliban, many terrorists, and the camps where they trained. We continue to help the Afghan people lay roads, restore hospitals, and educate all of their children. Yet we also have dangerous work to complete. As I speak, a Special Operations task force, led by the 82nd Airborne, is on the trail of the terrorists and those who seek to undermine the free government of Afghanistan. America and our coalition will finish what we have begun. (Applause.)

From Pakistan to the Philippines to the Horn of Africa, we are hunting down al Qaeda killers. Nineteen months ago, I pledged that the terrorists would not escape the patient justice of the United States. And as of tonight, nearly one-half of al Qaeda's senior operatives have been captured or killed. (Applause.)

The liberation of Iraq is a crucial advance in the campaign against terror. We've removed an ally of al Qaeda, and cut off a source of terrorist funding. And this much is certain: No terrorist network will gain weapons of mass destruction from the Iraqi regime, because the regime is no more. (Applause.)

In these 19 months that changed the world, our actions have been focused and deliberate and proportionate to the offense. We have not forgotten the victims of September the 11th -- the last phone calls, the cold murder of children, the searches in the rubble. With those attacks, the terrorists and their supporters declared war on the United States. And war is what they got. (Applause.)

Our war against terror is proceeding according to principles that I have made clear to all: Any person involved in committing or planning terrorist attacks against the American people becomes an enemy of this country, and a target of American justice. (Applause.)

Any person, organization, or government that supports, protects, or harbors terrorists is complicit in the murder of the innocent, and equally guilty of terrorist crimes.

Any outlaw regime that has ties to terrorist groups and seeks or possesses weapons of mass destruction is a grave danger to the civilized world -- and will be confronted. (Applause.)

And anyone in the world, including the Arab world, who works and sacrifices for freedom has a loyal friend in the United States of America. (Applause.)

Our commitment to liberty is America's tradition -- declared at our founding; affirmed in Franklin Roosevelt's Four Freedoms; asserted in the Truman Doctrine and in Ronald Reagan's challenge to an evil empire. We are committed to freedom in Afghanistan, in Iraq, and in a peaceful Palestine. The advance of freedom is the surest strategy to undermine the appeal of terror in the world. Where freedom takes hold, hatred gives way to hope. When freedom takes hold, men and women turn to the peaceful pursuit of a better life. American values and American interests lead in the same direction: We stand for human liberty. (Applause.)

The United States upholds these principles of security and freedom in many ways -- with all the tools of diplomacy, law enforcement, intelligence, and finance. We're working with a broad coalition of nations that understand the threat and our shared responsibility to meet it. The use of force has been -- and remains -- our last resort. Yet all can know, friend and foe alike, that our nation has a mission: We will answer threats to our security, and we will defend the peace. (Applause.)

Our mission continues. Al Qaeda is wounded, not destroyed. The scattered cells of the terrorist network still operate in many nations, and we know from daily intelligence that they continue to plot against free people. The proliferation of deadly weapons remains a serious danger. The enemies of freedom are not idle, and neither are we. Our government has taken unprecedented measures to defend the homeland. And we will continue to hunt down the enemy before he can strike. (Applause.)

The war on terror is not over; yet it is not endless. We do not know the day of final victory, but we have seen the turning of the tide. No act of the terrorists will change our purpose, or weaken our resolve, or alter their fate. Their cause is lost. Free nations will press on to victory. (Applause.)

Other nations in history have fought in foreign lands and remained to occupy and exploit. Americans, following a battle, want nothing more than to return home. And that is your direction tonight. (Applause.) After service in the Afghan -- and Iraqi theaters of war -- after 100,000 miles, on the longest carrier deployment in recent history, you are homeward bound. (Applause.) Some of you will see new family members for the first time -- 150 babies were born while their fathers were on the Lincoln. Your families are proud of you, and your nation will welcome you. (Applause.)

We are mindful, as well, that some good men and women are not making the journey home. One of those who fell, Corporal Jason Mileo, spoke to his parents five days before his death. Jason's father said, "He called us from the center of Baghdad, not to brag, but to tell us he loved us. Our son was a soldier."

Every name, every life is a loss to our military, to our nation, and to the loved ones who grieve. There's no homecoming for these families. Yet we pray, in God's time, their reunion will come.

Those we lost were last seen on duty. Their final act on this Earth was to fight a great evil and bring liberty to others. All of you -- all in this generation of our military -- have taken up the highest calling of history. You're defending your country, and protecting the innocent from harm. And wherever you go, you carry a message of hope -- a message that is ancient and ever new. In the words of the prophet Isaiah, "To the captives, 'come out,' -- and to those in darkness, 'be free.'"

Thank you for serving our country and our cause. May God bless you all, and may God continue to bless America. (Applause.)

I would say that the biggest mistake of this administration was not expalining on a daily basis what this war was about. He is not the most articulate speaker we have and the main stream media filtered the good news and twisted the truth. I alway felt he should have taken his case directly to the people and bypass the treasoness New York Times. That was Bush's biggest failure.

For example. Yesterday the former commander made a speech to the Military Reporters gathering. Only a small part of what he said was reported and therby confirming the generals' scathing remarks"

THIS WAS IMPORTANT BECAUSE I HAVE FIRMLY BELIEVED SINCE DESERT SHIELD THAT IT IS NECESSARY FOR THE STRENGTH OF OUR DEMOCRACY THAT THE MILITARY AND THE PRESS CORPS MAINTAIN A STRONG, MUTUALLY RESPECTFUL AND ENABLING RELATIONSHIP. THIS CONTINUES TO BE PROBLEMATIC FOR OUR COUNTRY, ESPECIALLY DURING TIMES OF WAR. ONE OF THE GREATEST MILITARY CORRESPONDENTS OF OUR TIME, JOE GALLOWAY, MADE ME A BELIEVER WHEN HE JOINED THE 24TH INFANTRY DIVISION DURING DESERT STORM.

TODAY, I WILL ATTEMPT TO DO TWO THINGS - FIRST I WILL GIVE YOU MY ASSESSMENT OF THE MILITARY AND PRESS RELATIONSHIP AND THEN I WILL PROVIDE YOU SOME THOUGHTS ON THE CURRENT STATE OF OUR WAR EFFORT. AS ALL OF YOU KNOW I HAVE A WIDE RANGE OF RELATIONSHIPS AND EXPERIENCES WITH OUR NATIONS MILITARY WRITERS AND EDITORS. THERE ARE SOME IN YOUR RANKS WHO I CONSIDER TO BE THE EPITOME OF JOURNALISTIC PROFESSIONALISM - JOE GALLOWAY, THOM SHANKER, SIG CHRISTENSEN, AND JOHN BURNS IMMEDIATELY COME TO MIND. MY ASSESSMENT IS THAT YOUR PROFESSION, TO SOME EXTENT, HAS STRAYED FROM THESE ETHICAL STANDARDS AND ALLOWED EXTERNAL AGENDAS TO MANIPULATE WHAT THE AMERICAN PUBLIC SEES ON TV, WHAT THEY READ IN OUR NEWSPAPERS AND WHAT THEY SEE ON THE WEB. FOR SOME OF YOU, JUST LIKE SOME OF OUR POLITICIANS, THE TRUTH IS OF LITTLE TO NO VALUE IF IT DOES NOT FIT YOUR OWN PRECONCIEVED NOTIONS, BIASES AND AGENDAS.

IT IS ASTOUNDING TO ME WHEN I HEAR THE VEHEMENT DISAGREEMENT WITH THE MILITARY'S FORAYS INTO INFORMATION OPERATIONS THAT SEEK TO DISSEMINATE THE TRUTH AND INFORM THE IRAQI PEOPLE IN ORDER TO COUNTER OUR ENEMY'S BLATANT PROPAGANDA. AS I ASSESS VARIOUS MEDIA ENTITIES, SOME ARE UNQUESTIONABLY ENGAGED IN POLITICAL PROPAGANDA THAT IS UNCONTROLLED. THERE IS NO QUESTION IN MY MIND THAT THE STRENGTH OUR DEMOCRACY AND OUR FREEDOMS REMAIN LINKED TO YOUR ABILITY TO EXERCISE FREEDOM OF THE PRESS - I ADAMANTLY SUPPORT THIS BASIC FOUNDATION OF OUR DEMOCRACY AND COMPLETELY SUPPORTED THE EMBEDDING OF MEDIA INTO OUR FORMATIONS UP UNTIL MY LAST DAY IN UNIFORM. THE ISSUE IS ONE OF MAINTAINING PROFESSIONAL ETHICS AND STANDARDS FROM WITHIN YOUR INSTITUTION. MILITARY LEADERS MUST ACCEPT THAT THESE INJUSTICES WILL HAPPEN AND WHETHER THEY LIKE WHAT YOU PRINT OR NOT THEY MUST DEAL WITH YOU AND ENABLE YOU, IF YOU ARE AN ETHICAL JOURNALIST.

AS WE ALL KNOW WAR IS AN EXTENSION OF POLITICS AND WHEN A NATION GOES TO WAR IT MUST BRING TO BEAR ALL ELEMENTS OF POWER IN ORDER TO WIN. WARFIGHTING IS NOT SOLELY THE RESPONSIBILITY OF THE MILITARY COMMANDER UNLESS HE HAS BEEN GIVEN THE RESPONSIBILITY AND RESOURCES TO SYNCHRONIZE THE POLITICAL, ECONOMIC AND INFORMATIONAL POWER OF THE NATION. SO WHO IS RESPONSIBLE FOR DEVELOPING THE GRAND STRATEGY THAT WILL ALLOW AMERICA TO EMERGE VICTORIOUS FROM THIS GENERATIONAL STRUGGLE AGAINST EXTREMISM?

AFTER MORE THAN FOUR YEARS OF FIGHTING, AMERICA CONTINUES ITS DESPERATE STRUGGLE IN IRAQ WITHOUT ANY CONCERTED EFFORT TO DEVISE A STRATEGY THAT WILL ACHIEVE "VICTORY" IN THAT WAR TORN COUNTRY OR IN THE GREATER CONFLICT AGAINST EXTREMISM. FROM A CATASTROPHICALLY FLAWED, UNREALISTICALLY OPTIMISTIC WAR PLAN TO THE ADMINISTRATION'S LATEST "SURGE" STRATEGY, THIS ADMINISTRATION HAS FAILED TO EMPLOY AND SYNCHRONIZE ITS POLITICAL, ECONOMIC AND MILITARY POWER. THE LATEST "REVISED STRATEGY" IS A DESPERATE ATTEMPT BY AN ADMINISTRATION THAT HAS NOT ACCEPTED THE POLITICAL AND ECONOMIC REALITIES OF THIS WAR AND THEY HAVE DEFINITELY NOT COMMUNICATED THAT REALITY TO THE AMERICAN PEOPLE. AN EVEN WORSE AND MORE DISTURBING ASSESSMENT IS THAT AMERICA CAN NOT ACHIEVE THE POLITICAL CONSENSUS NECESSARY TO DEVISE A GRAND STRATEGY THAT WILL SYNCHRONIZE AND COMMIT OUR NATIONAL POWER TO ACHIEVE VICTORY IN IRAQ. SOME OF YOU HAVE HEARD ME TALK ABOUT OUR NATIONS CRISIS IN LEADERSHIP. LET ME ELABORATE.

WHILE THE POLITICIANS ESPOUSE THEIR RHETORIC DESIGNED TO PRESERVE THEIR REPUTATIONS AND THEIR POLITICAL POWER -OUR SOLDIERS DIE! OUR NATIONAL LEADERSHIP IGNORED THE LESSONS OF WWII AS WE ENTERED INTO THIS WAR AND TO THIS DAY CONTINUE TO BELIEVE THAT VICTORY CAN BE ACHIEVED THROUGH THE APPLICATION OF MILITARY POWER ALONE. OUR FOREFATHERS UNDERSTOOD THAT TREMENDOUS ECONOMIC AND POLITICAL CAPACITY HAD TO BE MOBILIZED, SYNCHRONIZED AND APPLIED IF WE WERE TO ACHIEVE VICTORY IN A GLOBAL WAR. THAT HAS BEEN AND CONTINUES TO BE THE KEY TO VICTORY IN IRAQ. CONTINUED MANIPULATIONS AND ADJUSTMENTS TO OUR MILITARY STRATEGY WILL NOT ACHIEVE VICTORY. THE BEST WE CAN DO WITH THIS FLAWED APPROACH IS STAVE OFF DEFEAT. THE ADMINISTRATION, CONGRESS AND THE ENTIRE INTERAGENCY, ESPECIALLY THE DEPARTMENT OF STATE, MUST SHOULDER THE RESPONSIBILITY FOR THIS CATASTROPHIC FAILURE AND THE AMERICAN PEOPLE MUST HOLD THEM ACCOUNTABLE.

THERE HAS BEEN A GLARING, UNFORTUNATE, DISPLAY OF INCOMPETENT STRATEGIC LEADERSHIP WITHIN OUR NATIONAL LEADERS. AS A JAPANESE PROVERB SAYS, "ACTION WITHOUT VISION IS A NIGHTMARE." THERE IS NO QUESTION THAT AMERICA IS LIVING A NIGHTMARE WITH NO END IN SIGHT.

SINCE 2003, THE POLITICS OF WAR HAVE BEEN CHARACTERIZED BY PARTISANSHIP AS THE REPUBLICAN AND DEMOCRATIC PARTIES STRUGGLED FOR POWER IN WASHINGTON. NATIONAL EFFORTS TO DATE HAVE BEEN CORRUPTED BY PARTISAN POLITICS THAT HAVE PREVENTED US FROM DEVISING EFFECTIVE, EXECUTABLE, SUPPORTABLE SOLUTIONS. AT TIMES, THESE PARTISAN STRUGGLES HAVE LED TO POLITICAL DECISIONS THAT ENDANGERED THE LIVES OF OUR SONS AND DAUGHTERS ON THE BATTLEFIELD. THE UNMISTAKABLE MESSAGE WAS THAT POLITICAL POWER HAD GREATER PRIORITY THAN OUR NATIONAL SECURITY OBJECTIVES. OVERCOMING THIS STRATEGIC FAILURE IS THE FIRST STEP TOWARD ACHIEVING VICTORY IN IRAQ - WITHOUT BIPARTISAN COOPERATION WE ARE DOOMED TO FAIL. THERE IS NOTHING GOING ON TODAY IN WASHINGTON THAT WOULD GIVE US HOPE.

IF WE SUCCEED IN CRAFTING A BIPARTISAN STRATEGY FOR VICTORY, THEN AMERICA MUST HOLD ALL NATIONAL AGENCIES ACCOUNTABLE FOR DEVELOPING AND EXECUTING THE POLITICAL AND ECONOMIC INITIATIVES THAT WILL BRING ABOUT STABILITY, SECURITY, POLITICAL AND ECONOMIC HOPE FOR ALL IRAQIS. THAT HAS NOT BEEN SUCCESSFUL TO DATE.

CONGRESS MUST SHOULDER A SIGNIFICANT RESPONSIBILITY FOR THIS FAILURE SINCE THERE HAS BEEN NO FOCUSED OVERSIGHT OF THE NATIONS POLITICAL AND ECONOMIC INITIATIVES IN THIS WAR. EXHORTATIONS, ENCOURAGEMENTS, INVESTIGATIONS, STUDIES AND DISCUSSIONS WILL NOT PRODUCE SUCCESS -THIS APPEARS TO BE THE NATION'S ONLY ALTERNATIVE SINCE THE TRANSFER OF SOVERIEGNTY. OUR CONTINUED NEGLECT WILL ONLY EXTEND THE CONFLICT. AMERICA'S DILEMMA IS THAT WE NO LONGER CONTROL THE ABILITY TO DIRECTLY INFLUENCE THE IRAQI INSTITUTIONS. THE SOVEREIGN IRAQI GOVERNMENT MUST BE COOPERATIVE IN THESE LONG TERM EFFORTS. THAT IS NOT LIKELY AT THE LEVELS NECESSARY IN THE NEAR TERM.

OUR COMMANDERS ON THE GROUND WILL CONTINUE TO MAKE PROGRESS AND PROVIDE TIME FOR THE DEVELOPMENT OF A GRAND STRATEGY. THAT WILL BE WASTED EFFORT AS WE HAVE SEEN REPEATEDLY SINCE 2003. IN THE MEAN TIME OUR SOLDIERS, SAILORS, AIRMEN AND MARINES WILL CONTINUE TO DIE.

SINCE THE START OF THIS WAR, AMERICA'S LEADERSHIP HAS KNOWN THAT OUR MILITARY ALONE COULD NOT ACHIEVE VICTORY IN IRAQ. STARTING IN JULY 2003, THE MESSAGE REPEATEDLY COMMUNICATED TO WASHINGTON BY MILITARY COMMANDERS ON THE GROUND WAS THAT THE MILITARY ALONE COULD NEVER ACHIEVE "VICTORY" IN IRAQ. OUR SOLDIERS, SAILORS, AIRMEN AND MARINES WERE DESTINED TO ENDURE DECADES OF FIGHTING AND KILLING PEOPLE WITHOUT THE FOCUSED, SYNCHRONIZED APPLICATION OF ALL ELEMENTS OF NATIONAL POWER. THIS WAS A NECESSARY CONDITION TO STABILIZE IRAQ. ANY SEQUENTIAL SOLUTIONS WOULD LEAD TO A PROLONGED CONFLICT AND INCREASED RESISTANCE.

BY NEGLECT AND INCOMPETENCE AT THE NATIONAL SECURITY COUNCIL LEVEL, THAT IS THE PATH OUR POLITICAL LEADERS CHOSE AND NOW AMERICA, MORE PRECISELY THE AMERICAN MILITARY, FINDS ITSELF IN AN INTRACTABLE SITUATION. CLEARLY, MISTAKES HAVE BEEN MADE BY THE AMERICAN MILITARY IN ITS APPLICATION OF POWER BUT EVEN ITS GREATEST FAILURES IN THIS WAR CAN BE LINKED TO AMERICA'S LACK OF COMMITMENT, PRIORITY AND MORAL COURAGE IN THIS WAR EFFORT. WITHOUT THE SACRIFICES OF OUR MAGNIFICENT YOUNG MEN AND WOMEN IN UNIFORM, IRAQ WOULD BE CHAOTIC WELL BEYOND ANYTHING EXPERIENCED TO DATE.

WHAT AMERICA MUST ACCEPT AS A REALITY AT THIS POINT IN THE WAR IS THAT OUR ARMY AND MARINE CORPS ARE STRUGGLING WITH THE DEPLOYMENT SCHEDULES. WHAT IS CLEAR IS THAT THE DEPLOYMENT CYCLES OF OUR FORMATIONS HAS BEEN TOTALLY DISRUPTED, THE RESOURCING AND TRAINING CHALLENGES ARE SIGNIFICANT AND AMERICA'S ABILITY TO SUSTAIN A FORCE LEVEL OF 150,000(+) IS NONEXISTENT WITHOUT DRASTIC MEASURES THAT HAVE BEEN POLITICALLY UNACCEPTABLE TO DATE. THE DRAWDOWN OF THE SURGE TO PRESURGE LEVELS WAS NEVER A QUESTION. AMERICA MUST UNDERSTAND THAT IT WILL TAKE THE ARMY AT LEAST A DECADE TO FIX THE DAMAGE THAT HAS BEEN DONE TO ITS FULL SPECTRUM READINESS. THE PRESIDENT'S RECENT STATEMENT TO AMERICA THAT HE WILL LISTEN TO MILITARY COMMANDERS IS A MATTER OF POLITICAL EXPEDIENCY.

OUR ARMY AND MARINE CORPS WILL EXECUTE AS DIRECTED, PERFORM MAGNIFICENTLY AND NEVER COMPLAIN-THAT IS THE ETHIC OF OUR WARRIORS AND THAT IS WHAT AMERICA EXPECTS OF THEM. THEY WILL NOT DISAPPOINT US. BUT AMERICA MUST KNOW THE PRESSURES THAT ARE BEING PLACED ON OUR MILITARY INSTITUTIONS AS WE FIGHT THIS WAR. ALL AMERICANS MUST DEMAND THAT THESE DEPLOYING FORMATIONS ARE PROPERLY RESOURCED, PROPERLY TRAINED AND WE MUST NEVER ALLOW AMERICA'S SUPPORT FOR THE SOLDIER TO FALTER. A CRITICAL, OBJECTIVE ASSESSMENT OF OUR NATION'S ABILITY TO EXECUTE OUR NATIONAL SECURITY STRATEGY MUST BE CONDUCTED. IF WE ARE OBJECTIVE AND HONEST, THE RESULTS WILL BE SURPRISING TO ALL AMERICANS. THERE IS UNACCEPTABLE STRATEGIC RISK.

AMERICA HAS NO CHOICE BUT TO CONTINUE OUR EFFORTS IN IRAQ. A PRECIPITOUS WITHDRAWAL WILL UNQUESTIONABLY LEAD TO CHAOS THAT WOULD ENDANGER THE STABILITY OF THE GREATER MIDDLE EAST. IF THIS OCCURS IT WOULD HAVE SIGNIFICANT ADVERSE EFFECTS ON THE INTERNATIONAL COMMUNITY. COALITION AND AMERICAN FORCE PRESENCE WILL BE REQUIRED AT SOME LEVEL FOR THE FORESEEABLE FUTURE. GIVEN THE LACK OF A GRAND STRATEGY WE MUST MOVE RAPIDLY TO MINIMIZE THAT FORCE PRESENCE AND ALLOW THE IRAQIS MAXIMUM ABILITY TO EXERCISE THEIR SOVERIEGNTY IN ACHIEVING A SOLUTION.

AT NO TIME IN AMERICA'S HISTORY HAS THERE BEEN A GREATER NEED FOR BIPARTISAN COOPERATION. THE THREAT OF EXTREMISM IS REAL AND DEMANDS UNIFIED ACTION AT THE SAME LEVELS DEMONSTRATED BY OUR FOREFATHERS DURING WORLD WAR I AND WORLD WAR II. AMERICA HAS FAILED TO DATE.

THIS ENDEAVOR HAS FURTHER BEEN HAMPERED BY A COALITION EFFORT THAT CAN BE CHARACTERIZED AS HASTY, UN-RESOURCED AND OFTEN UNCOORDINATED AND UNMANAGED. DESPERATELY NEEDED, BUT ESSENTIALLY IGNORED, WERE THE POLITICAL AND ECONOMIC COALITIONS THAT WERE THE KEY TO VICTORY AND STABILITY IN THE IMMEDIATE AFTERMATH OF THE CONVENTIONAL WAR. THE MILITARY COALITION WHICH WAS HASTILY PUT TOGETHER IN THE SUMMER OF 2003 WAS PROBLEMATIC GIVEN THE MULTITUDE OF NATIONAL CAVEATS, INADEQUATE RULES OF ENGAGEMENT AND OTHER RESTRICTIONS ON THE FORCES DEPLOYED. EVEN SO, THE MILITARY COALITION WAS THE MOST EXTENSIVE, PRODUCTIVE AND EFFECTIVE DEPLOYMENT OF FORCES IN DECADES. TODAY, WE CONTINUE OUR INEPT COALITION MANAGEMENT EFFORTS AND, IN FACT, WE ARE FACING EVER DECREASING TROOP COMMITMENTS BY OUR MILITARY COALITION PARTNERS. AMERICA'S "REVISED" STRATEGY DOES NOT ADDRESS COALITION INITIATIVES AND CHALLENGES. WE CANNOT AFFORD TO CONTINUE THIS STRUGGLE WITHOUT THE SUPPORT OF OUR COALITION PARTNERS ACROSS ALL ELEMENTS OF NATIONAL POWER. WITHOUT THE POLITICAL AND ECONOMIC ELEMENTS OF POWER COMPLEMENTING THE TREMENDOUS EFFORTS OF OUR MILITARY, AMERICA IS ASSURED OF FAILURE. WE CONTINUE ON THAT PATH. AMERICA'S POLITICAL LEADERSHIP MUST COME TOGETHER AND DEVELOP A BIPARTISAN GRAND STRATEGY TO ACHIEVE VICTORY IN THIS CONFLICT. THE SIMULTANEOUS APPLICATION OF OUR POLITICAL, ECONOMIC, INFORMATION AND MILITARY ELEMENTS OF POWER IS THE ONLY COURSE OF ACTION THAT WILL PROVIDE A CHANCE OF SUCCESS.

ACHIEVING UNITY OF EFFORT IN IRAQ HAS BEEN ELUSIVE TO DATE PRIMARILY BECAUSE THERE IS NO ENTITY THAT HAS THE AUTHORITY TO DIRECT ACTION BY OUR INTERAGENCY. OUR NATIONAL SECURITY COUNCIL HAS BEEN A CATASTROPHIC FAILURE. FURTHERMORE, AMERICA'S ABILITY TO HOLD THE INTERAGENCY ACCOUNTABLE FOR THEIR FAILURES IN THIS WAR IS NON-EXISTENT. THIS MUST CHANGE. AS A NATION WE MUST RECOGNIZE THAT THE ENEMY WE FACE IS COMMITTED TO DESTROYING OUR WAY OF LIFE. THIS ENEMY IS ARGUABLY MORE DANGEROUS THAN ANY THREAT WE FACED IN THE TWENTIETH CENTURY. OUR POLITICAL LEADERS MUST PLACE NATIONAL SECURITY OBJECTIVES ABOVE PARTISAN POLITICS, DEMAND INTERAGENCY UNITY OF EFFORT, AND NEVER AGAIN COMMIT AMERICA TO WAR WITHOUT A GRAND STRATEGY THAT EMBRACES THE BASIC TENETS OF THE POWELL DOCTRINE.

IT SEEMS THAT CONGRESS RECOGNIZES THAT THE MILITARY CANNOT ACHIEVE VICTORY ALONE IN THIS WAR. YET THEY CONTINUE TO DEMAND VICTORY FROM OUR MILITARY. WHO WILL DEMAND ACCOUNTABILITY FOR THE FAILURE OF OUR NATIONAL POLITICAL LEADERS INVOLVED IN THE MANAGEMENT THIS WAR? THEY HAVE UNQUESTIONABLY BEEN DERELICT IN THE PERFORMANCE OF THEIR DUTY. IN MY PROFESSION, THESE TYPE OF LEADERS WOULD IMMEDIATELY BE RELIEVED OR COURTMARTIALED.

AMERICA HAS SENT OUR SOLDIERS OFF TO WAR AND THEY MUST BE SUPPORTED AT ALL COSTS UNTIL WE ACHIEVE VICTORY OR UNTIL OUR POLITICAL LEADERS DECIDE TO BRING THEM HOME. OUR POLITICAL AND MILITARY LEADERS OWE THE SOLDIER ON THE BATTLEFIELD THE STRATEGY, THE POLICIES AND THE RESOURCES TO WIN ONCE COMMITTED TO WAR. AMERICA HAS NOT BEEN FULLY COMMITTED TO WIN THIS WAR. AS THE MILITARY COMMANDERS ON THE GROUND HAVE STATED SINCE THE SUMMER OF 2003, THE U.S. MILITARY ALONE CANNOT WIN THIS WAR. AMERICA MUST MOBILIZE THE INTERAGENCY AND THE POLITICAL AND ECONOMIC ELEMENTS OF POWER, WHICH HAVE BEEN ABJECT FAILURES TO DATE, IN ORDER TO ACHIEVE VICTORY. OUR NATION HAS NOT FOCUSED ON THE GREATEST CHALLENGE OF OUR LIFETIME. THE POLITICAL AND ECONOMIC ELEMENTS OF POWER MUST GET BEYOND THE POLITICS TO ENSURE THE SURVIVAL OF AMERICA. PARTISAN POLITICS HAVE HINDERED THIS WAR EFFORT AND AMERICA SHOULD NOT ACCEPT THIS. AMERICA MUST DEMAND A UNIFIED NATIONAL STRATEGY THAT GOES WELL BEYOND PARTISAN POLITICS AND PLACES THE COMMON GOOD ABOVE ALL ELSE. TOO OFTEN OUR POLITICIANS HAVE CHOSEN LOYALTY TO THEIR POLITICAL PARTY ABOVE LOYALTY TO THE CONSTITUTION BECAUSE OF THEIR LUST FOR POWER. THESE ARE FAIRLY HARSH ASSESSMENTS OF THE MILITARY AND PRESS RELATIONSHIP AND THE STATUS OF OUR WAR EFFORT. I REMAIN OPTIMISTIC AND COMMITTED TO THE ENABLING OF MEDIA OPERATIONS UNDER THE TOUGHEST OF CONDITIONS IN ORDER TO KEEP THE WORLD AND THE AMERICAN PEOPLE INFORMED. That would be great but with the dims working hard to do this, nothing will change and may get even worse. There are several things the dims are wanting to push through now that are as bad and in the long run maybe even worse.
