In this case, by compromising the datacenter, the entire network was effectively compromised.  The need for hacking was eliminated by inserting a hardware backdoor.  This was China making use of the fact that it manufactures nearly all of the planet's computers.

Huawei was accused of doing the same thing when they were manufacturing Cisco hardware, quite some time ago.  It is scary, on multiple levels really, but what did anyone really expect?  All of the developed world uses computers, and at least one major component of all of them is made in China.
