This is an attempted expansion right? Will kids lose benefits if this isn't passed? Oh, now Paul Simon is weighing in.

So I guess the Democrats will say checkmate now?

Bush vetoed a $35 billion increase, now he has no heart.

Isn't he saying he is ok with a possible $5 billion expansion?

Help in paying premiums wasn't a strength of the SCHIP bill.

Q: Would the SCHIP expansion have improved assistance for paying health insurance premiums?

A: Not enough. The vetoed bill permitted states to offer such premium assistance to SCHIP-eligible children, but some complications remained.

The bill would have allowed states to offer premium assistance to SCHIP-eligible children with access to qualified employer coverage. This would have been a voluntary option for a child's family, and information on its availability would have been more accessible.

To qualify, an employer plan would have to meet the definition of credible group coverage as defined in the Public Health Services Act; contribute at least 40 percent toward the premium; and meet non-discrimination standards. The bill explicitly excluded high-deductible health plans as well as flexible spending arrangements.

Though the bill made some effort to improve coordination with participating employer plans, it didn't address the biggest obstacle: States had to provide supplemental coverage for any SCHIP defined services and benefits not covered by the qualified employer plan, and also offset any cost-sharing requirements exceeding SCHIP thresholds.

It's like when the GOP wanted to expand funding for the school lunch programs, but not as much as the Dems. So what did the Dems ( and the willing Press ) do ? They claimed the GOP wanted to 'slash' funding for school lunch programs, and make 'draconian' cuts.
