NCAA cannot rule a player to be ineligible?

I thought it was interesting yesterday to read that the NCAA cannot rule a player to be ineligible... 

As reported on ESPN.com...

"The decision to rule a student-athlete ineligible is made by the university, not the NCAA. We do not suspend student-athletes. It is a school action. The university can then seek reinstatement on behalf of the student-athlete and reinstatement decisions are made by the NCAA"

Soon after reading this, I found this recently reported by espn...

What up with that?  ESPN contradicting itself?  Liars!

It is not worded very good but what it says is that KY ruled him ineligible then requested reinstatement form the NCAA.  The NCAA made the decision to deny the reinstatement request therefore making him ineligible.
