I don't think there's any serious desire on either side to actually fix what's wrong...there's too much lucre in stoking conflict and sustaining/creating divisions. 

Keep treating symptoms, but don't actually cure the disease, so to speak. 

If it happens to benefit some of us worker bees trying to make a living, it's a happy accident for us.
