When applying for non-profit status the agent is given 270 days, 9 months approximately, to process the application. If not processed within the 270 days a red flag is issued. Should the application continue to not be processed then every 30 days a report by the agent must be submitted explaining the status on each application.

300 groups were targeted by the IRS

Applications of the targeted groups took no less than 540 days (18 months) to over 1,000 days to process (36 months) IF they were processed

1,000s of red flags were issued to notify that applications had not been processed

Cindy Thomas, who reports directly to Lois Lerner, is in charge of overseeing all these red flags. CT is the manager of the Tax Exempt Division in the Cincinnati IRS office

In 2012, CT released information about conservative groups who applied for nonprofit status to an investigative journalist. CT also released private information about groups which were never approved for non-profit status.

Another name to become commonplace is Holly Paas (unsure of spelling), the IRS supervisor who was present in the room during the questioning by Treasury Inspector General of Tax Administration, J. Russell George, which was a direct intimidation of the witnesses bearing testimony to Mr.George.

CINCINNATI, OH (FOX19) -

Bonnie Esrig worked for the IRS for 38 years, many of which were spent in the Cincinnati field office.

Esrig says she wasn't directly involved in the tax exempt cases involving hundreds of conservative groups, and that those questionnaires were composed by the individual agent working the case. She retired in January 2013 as an Area Manager in Exempt Organizations Determinations.

"At the bottom you have the actual agents who are doing the work. They report to a front line manager, those are called the group managers," said Esrig. "Group managers report to an area manager which is what I was. Then I reported to another senior manager and that was the EO Determinations Program Manager. She reported to Washington D.C. to the Director of Ruling and Agreements, which was Holly Paz."

Holly Paz is one of five IRS employees who will be interviewed by the Committee on Oversight and Government Reform this week.

FOX19's Cory Stark was the only local TV reporter to talk with Esrig.

Cory Stark: What has been your reaction to all this?

Esrig: Well I did know several of the individuals, and my thought is that no matter what the facts may or may have not been. It's been grossly overblown into something with much more of a malice or Ill will behind it and I don't believe that was the case.

Cory Stark: Do you think somebody in Washington told these agents to highly scrutinize these conservatives groups?

Esrig: I absolutely don't believe anybody in Washington told the employees to scrutinize those cases, absolutely not.

Cory Stark: Who ultimately in your eyes is responsible for this?

Esrig: I'd rather not say.

A director ? Looks pretty young to be in that high a position. She must be good at her job.

I wouldn't be surprised if the IRS had a thousand people with "Director" in their title, like every other overly bloated organization where only a small fraction of employees do any actual work.
