Anyone who plays the part of racist for political gain is no better than an actual, believing racist.  

George Wallace was perhaps the classic example.

Besides, Trump has a history of racist actions, including red lining blacks.  He would probably argue that he did it for commercial reasons, but he still did it.

And no, Obama never used racial tensions to advance himself politically.  Opposing racism is not using racism.
