This is a fun exercise, but I believe that government spending can be cut as much by  controlling what the government is paying for products and services as in percentages for programs.  The government too often simply accepts an expense as the cost of doing business without exploring alternatives and other options.  The country gets taken for a ride and certain sectors get wealthy beyond reason on the back of taxpayers.  People in congress too often concern themselves strictly with their next election and special interests use this to gain leverage in spending decisions. We all know that it is immensely more complicated that these few sentences, but we will either control the mess or it will control us and the rest of the world at some point.
