Its real simple,he hates training camp,so he does this little dance every summer of"retirement".He doesnt want to totally blow off training camp,or he will loose the locker room.His teamates in Minnesota are catching on to this,just like the Packers players did.

I wanna say he'll retire.. But its not about Training Camp this year because Brad Childress has implied the Favre doesn't have to come to training camp. I truly believe he's making sure the ankle is okay. All of the reported rumors about retirement was thanks to Visanthe Shiancoe.
