Kind of like Dayne Shor.  Could be any number of reasons AU is not pursuing. Fit, work ethic, character, better player elsewhere, eligibility....

"Better player elsewhere" is quite a stretch. The other issues should have been vetted by the Vols, though maybe not.

Yep.  2 question marks for sure.  2 “seemingly” very good prospects in 2 major positions of need!   We don’t know what is going on behind the scenes.  Any of the things you mentioned are possibilities as to why we are either waiting, or not interested.   I think we have some emotional baggage in situations like this due to the former staff’s handling of these type situations.   When we have passed or waited on similar prospects in the past, we’ve come away empty handed (or signing another TE we will never use)  I’m in “wait and see” mode with CBH and new staff.

@Mikeyit was 2 before Devan Barrett opted back in & moved to RB. It's 1 now & the one will likely be a transfer, not Brown.

@au302 No. Mikey just lost count. The staff has been aiming for 5 total on roster the whole time.

@autan Yes & that's why a number of staffs think he is a bit overrated & thus not pursuing him. A number of staffs think he will be a FB not a RB.

Yes there is. Your post is implying you are assuming the staff sees him as a 4* talent also but the reality is they likely don't.

This is where i am thinking the issue is with Harsin and the offensive staff. Brown seems to be getting closer to a FB build. 

Is it possible that Harsin is looking for more versatile smaller backs, around the 190lb build? Does anyone know what type of backs he utilized at Boise?

Although Brown was a workhorse in HS, carrying around 200 carries per year for his 3 years in HS...

Jeremy McNichols.  5'9 205. NFL

Alexander Mattison. 5'11 220. NFL

George Holani.  5'11 206. sophomore

5-10 to 6 foot and 200 pounds or more seems to be the most recent backs

That seems to somewhat support Harsin wanting more versatile quicker backs, that can be 3 down backs.

Brown, somewhere around 225 seems to be that bigger, less quicker type back that may get even bigger.

Then the list of offers from UGA, UF, and so forth was fantasy?

Kam Pettway was an effective SEC running back in 2016 at 6' 235. 

Too bad injuries and other issues shortened his collegiate career.

@Mikey You know full well just because a kid lists an offer from a school it does not mean it's committable. Most of those offers aren't & weren't committable.

So we should normally pay attention to a prospect's offer list but ignore said list in the case of Cody Brown. Got it!

No & you know that's not the case. You just want to be Mr. Old Argumentative because you get kicks & entertainment out of arguments sake. You knew full well before hand on Golf's stat of roughly 80% of offers aren't committable. You also know full well that most offers are initially to get their foot in the door with a recruit in case they decide later to go after a kid hard & try to take him.
