From the NBC article:

"There are members of Congress today who still incorrectly say that this conflict between Russia and Ukraine is over NATO, which of course it is not," he added.

Explain Blinkin’s statement on April 4th and tell me how some members of Congress can believe NATO has nothing to do with the conflict.

 

Is this just a negotiating tool?  Is Blinken talking out of turn?
