I think you're asking whether it is against the rules for Texas to have cowbells. I think the answer is no but I'm not well-versed in Big-12 rules. The reason MSU can't have them is an SEC rule. There was an NCAA rule but that was repealed this year. At least that's my understanding.

Just imagine how many points OSU would have scored if it weren't for the cowbells!

The UT band has always had cowbells. To the best of my knowledge, its just the band.

They brought them to Auburn in 1987. We tried to keep them out, cause thats the rules, but they snuck them in under their coats with the masculine white fringe.

Have no idea how someone could attend a UT game and not know they were cowbells.
