You are right, but they’ve added too many caveats to the rule that often leaves the defense with their hands tied for tackling. These caveats also leave the rule up to too much interpretation. There’s a reason the rule and the calls are so often controversial. Like the call against McClain at Penn St.  Terrible interpretation and call of the rule in that instance, and likely cost us a win there.

It would be interesting if the team that was the victim of the penalty could choose between 15 yards and the player being ejected.
